Blue Cross and Blue Shield of North Carolina (BCBSNC) and Novant Health, Inc. have reached an innovative agreement that emphasizes their ongoing commitment to improving the quality and containing the overall costs of health care.

After a series of attempts to reach a fair agreement with Carteret Health Care to improve quality while reining in costs, negotiations have failed.

"We have exceeded the federal requirements every year. However, the extremely high rate of health care spending we saw in 2014 cannot be sustained over time as shown by our financial losses last year,” said BCBSNC President and CEO Brad Wilson.

Contrary to industry expectations, ACA customers continue to be unhealthy and use more health care services than expected. BCBSNC’s data shows that ACA customers use expensive services for chronic conditions and visit the emergency department in high numbers.

The Court’s decision essentially allows consumers in states with federally-run Health Insurance Marketplaces to continue receiving federal tax subsidies through the Affordable Care Act (ACA) to offset the costs of monthly health insurance premiums.
