CHAPEL HILL, N.C. – Alan Hughes has been promoted to the expanded role of Executive Vice President and Chief Operating Officer at Blue Cross and Blue Shield of North Carolina (BCBSNC). 
 
Hughes, who has more than two decades of senior leadership experience in technology and business, came to BCBSNC in 2009 as Senior Vice President and Chief Information Officer.  In his new role, Hughes will be responsible for a variety of customer service functions – including call centers, claims processing, customer enrollment and billing.
 
He will continue his oversight of the company’s Information Services Division and key functions related to prioritizing and managing major corporate initiatives and promoting excellence in corporate processes.

Hughes’ appointment is also part of the company’s ongoing effort to streamline its organization and reduce costs.  Ian Gordon, who had served as BCBSNC Senior Vice President and Chief Operations Officer since 2008, was appointed on Feb. 1 as the first CEO of Topaz Shared Services, LLC.  Topaz is a joint initiative by BCBSNC and Blue Cross and Blue Shield of Kansas City to collaborate on some key systems and processes.  Hughes will play a central role in BCBSNC’s relationship with Topaz.
 
Before coming to BCBSNC, Hughes served at GE Commercial Finance as chief information officer of Global Risk Management and as CIO of Distribution Finance. He was also president of Business Services and CIO for Deutsche Financial Services, which was acquired by GE Commercial Finance in 2003.
 
Hughes has an MBA from New York University and a bachelor’s degree in biological sciences from the State University of New York-Old Westbury.
